Oxford City Council has adopted schedule 3 to the Local Government (Miscellaneous Provisions) Act 1982 (as amended by section 27 of the Policing and Crime Act 2009) so that we can licence sex shops, sex cinemas, and sexual entertainment venues in Oxford.

Draft Sex Establishment Licensing Policy Consultation - closes 31 January 2012
Oxford City Council has adopted schedule 3 to the Local Government (Miscellaneous Provisions) Act 1982 (as amended by section 27 of the Policing and Crime Act 2009) so that we can licence sex shops, sex cinemas, and sexual entertainment venues in Oxford.
For the purposes of this consultation, sex establishments include:
i) Sex Shops
ii) Sex Cinemas
iii) Sexual Entertainment Venues
The Council is seeking to publish a "Sex Establishment Licensing Policy" (SELP) and to keep it under review and to republish it at least every three years. Guidance issued by the Home Office relating to the licensing of Sex Establishments has been incorporated in to the Draft Policy, which was approved by the General Purposes Licensing Committee on 19th October 2011. The period for consultation has been determined to be 14th November 2011 until 31st January 2012.
The Council is seeking comments relating to the Draft Sex Establishment Licensing Policy from the following groups:
- Thames Valley Police
- Oxfordshire Fire & Rescue Services
- Oxford City Community Safety Partnership
- Stakeholders in the sex establishment industry
- Local residents
- Other departments of Oxford City Council.

The consultation timetable is as follows:
- 19th October 2011, consultation draft Sex Establishment Licensing Policy approved by General Purposes Licensing Committee.
- 14th November 2011 - 31st January 2012, the agreed draft Sex Establishment Licensing Policy to go out for consultation. The agreed draft Sex Establishment Licensing Policy will be made available for public consultation on the Councils website and made available at libraries and public buildings.
- TBA: a report will be submitted to the General Purposes Licensing Committee to consider consultation responses and approve the final Sex Establishment Licensing Policy, in light of the consultation responses received, and recommend Council to adopt.
- TBA: Final Sex Establishment Licensing Policy will be submitted to Full Council to consider adoption.
