Oxford City Council currently has approximately 619 leasehold properties in Oxford, Kidlington and Abingdon.

What is a Council Leaseholder?

A leaseholder is a person who has bought the right by lease to live in a property, usually a flat or maisonette, for a fixed number of years.

The lease sets out the leaseholder's and the Council's rights and responsibilities.

If you are currently a council tenant you have the right to apply through the right to buy scheme  to purchase the lease for your flat or maisonette. 

We remain the owner of the building and the land it stands on. We also remain responsible for the maintenance and repair of the structure and exterior of the building.

Leaseholders' Handbook

Our Leaseholder Handbook was developed by our staff and leaseholders from the Tenants' and Leaseholders' Panel. Its purpose is to provide you with information about your lease and services available.

(Please note that whilst we have taken every care to make sure the handbook is accurate, it does not over-ride the terms of your lease should they not agree).

Landlord and Leaseholder Responsibilities

Council Responsibilities

  • Insurance premiums in respect of the building only (excluding the private possessions of the occupiers of the building)
  • To carry out repairs and maintenance that are the Council's responsibility (generally to the outside and communal parts of the building)

Leaseholders responsibilities

  • To abide by your lease agreement
  • Tell us about repairs for which we are responsible by telephoning our Direct Services Repairs 0800 22 76 76
  • To ensure necessary repairs are carried out to the internal parts of your property
  • To pay your Service Charge
  • To ensure members of your household and visitors do not cause nuisance, annoyance or damage in or around the property.
